If there has been no communication between the local machine and another machine on the network recently, that machine will not show up in the "arp" listing. If the computer running arp hasn't received a packet from another device, it won't be on the arp list. I'd be interested in knowing more about the devices that nmap failed to detect on your network; there are ways to hide from nmap but I've found the default nmap scan pretty effective.
